Is it normal to be charged higher than the posted rate?

On Shaw's web-site, the REGULAR price for the HS20 plan is $55, but I am being charged $60. Telus pulled a dirty trick on me previously - my bill had a higher cost than the posted normal rate. When I called to complain, their excuse was it took time to update their web-site. After 6 months and the rate on the site didn't change, I realized they fed me a lie. I ended up cancelling and going to Shaw. This is like history repeating itself. Hopefully Teksavvy doesn't pull similar tricks.
