[MB] Slow Highspeed 25

I recently switched from HS 10 to HS 25 and I notice no difference in Download or Upload Speeds.My PC buffers ad nauseum...As well the Shaw Speed test indicates less than 25Mbps.What am I paying for; REALLY???Urgh.
