Does Shaw have issues with youtube?

I remember have issues with Shaw being slow on youtube when I was on it over a year ago. In the meantime I was in SK had Sasktel had zero issues with youtube. I'm back in Edmonton (different area now) and on the 150 plan and I'm again having troubles with youtube. Often times it will load about the first 10% of the video and then basically give up. I've tried multiple browsers and they all require multiple refreshes to watch a single video.
