A bug in the Intel Puma 6 chipset that causes high latency spikes has been plaguing cable modem users for some time, including Shaw - it's present in the Cisco and Hitron modems that Shaw supplies to customers. You can test for it here: http://www.dslreports.com/tools/puma6
More recently it was pointed out that this same bug makes it trivially easy to knock these modems offline with a DDoS attack.
Now it turns out that the bug is still present in the updated Puma 7 line: http://www.theregister.co.uk/2017/08/09/intel_puma_modem_woes/
Intel is not doing well on this one! Nor is Shaw - most of the time they feign ignorance of the problem, and when customers point back to the many previous threads in their support forums, they switch to saying that a fix is in the works, coming Real Soon Now.
