Question about switching internet plans and billing

I just switched from an old Internet 25 plan to Internet 150. I had a bill which is pending payment in a few days. However, they sent me a new bill which includes the pending payment amount AND the new plan amount. Aren't they supposed to pro-rate something or not bill me for the new plan until the next month. I want to know before I phone them and sound like an idiot. :)
