Mobi Shaw go wifi.

Throughout Vancouver there are many mobi Shaw WiFi hotspots that were supposed to be for Shaw customers and non customers using a guest account, but whenever I am near a Mobi Shaw go location it says only Shaw customers, so is this the case, only Shaw customers can use the hotspots?
