[AB] VPN upload slowed down L2TP Protocol

Hi, so I've been running my own VPN with my Shaw connection for a few years and it's been working normally with the upload speed that I have, ( 20 Mbps ). So that I can access my lan and music and some SD videos I have. So I recently moved and setup my server again, one server is windows server 2012 essentials and the other is windows server 2019 standard. So low and behold I connected from my LTE Freedom mobile cell phone and tried to stream some music and load some pics from my lan and it was too slow. Then I thought that some of my networking settings were messed up from the move so I reloaded my remote access VPN configuration in both windows server boxes. So all my settings in my VPN are working normally and I can pull my Shaw ip address from my phone when connected to my home servers VPN but when I did a speed test on my phone the download was real slow like 0.43 Mbps and the upload was around 19 Mbps. This is using the security protocol L2TP. And I just tested for namesake PPTP protocol is not slowed down I get full speed bandwidth but PPTP is hacked easily. So maybe Shaw slows down ports on L2TP or there is some setting that I am missing unless this protocol is slow in its original form.
