typically:
360p video loads "as needed" at like 1500 kbps.
When I click 720p or 1080p, video quality immediately switches, and video loads to completion at maximum speed (sustained 97-99 mbps). No delay in videos starting to play.

When I click 720p or 1080p, the gear icon starts turning. Video quality does not immediately switch, but rather switches when the buffer for 360p video runs out. Video does not load to completion, but loads a few minutes of buffer, then stops (and only sometimes continues as the buffer is used up). Speed seems to be capped at 30 mbps. Sometimes the video will end when the buffer is exhausted, leading to weird things like 12:14/12:14 for a 30 minute video... Some videos take several seconds to start playing/loading.
I noticed this new behavior started when I logged into my Youtube account (I rarely upload videos, so I don't login much). Is there any way I can again get Youtube to behave properly? The slow loading, delayed quality switch, and buffering issues are driving me nuts. Youtube is the only thing affected.
